Library Angel: 'Donor Plan' Proposed for IMCPL

Excerpt: While state and local leaders consider shifting tax revenue to help out the Indianapolis library system, there's another option in the works.

Can you spare a dime?

Taxpayers could face that solicitation for a donation each time they pay their property tax bills if City-County Councilman Angel Rivera's proposal is successful.

Admittedly, his plan isn't likely to solve the Indianapolis-Marion County Public Library's budget troubles. He's not sure how many would kick in extra bucks after they've just parted with hundreds or thousands of dollars.

But his hope is to appeal to passionate library backers who have expressed dismay over the system's recent service cuts.

"I'll be the first one to admit that it isn't a perfect solution," said the Republican, an at-large councilman. "My goal is to give the citizens of Indianapolis an easy alternative to give extra funding to the library if they wish to do so.
"
