The biggest project planned in next year’s plan falls under the “both” category, as Winzenz noted that $17 million in upgrades to L.E. Phillips Memorial Public Library will replace its existing systems and will also add a third floor to the building. Community resources specialist Libby Richter and early literacy outreach librarian Jerissa Koenig will be on hand to provide information and answer questions about their new positions. In a secluded corner with comfy chairs, houseplants, decorative lamps and a nice view of the Eau Claire River, Libby Richter awaits the next person who will seek her help at the city’s public library.
On the job for 1½ months, she’s already used her social work experience to help people apply for government programs, fill out housing applications and even assist a person get into rehab for substance abuse.
Word-of-mouth has gotten out that L.E. Phillips Memorial Public Library, 400 Eau Claire St., now has a person available 40 hours a week who is focused on addressing poverty, mental health and substance abuse issues.Library users reinstated, long overdue items return after fines end. After axing fines in January 2018 — except for some new releases and equipment rentals — L.E. Phillips Memorial Public Library, 400 Eau Claire St., reinstated 5,232 cards of members who weren’t allowed to check out items because they had more than $10 in fines.
“The decision was not a difficult one when we saw that over 5,000 library cardholders — including over 1,000 youth — had been blocked from using the library, some of them for years,” library director Pamela Westby said. “No fines means more opportunities for members of the community, and that’s always a good thing.”Library project adjusting to smaller fundraising forecast. The Eau Claire public library’s initial goal to raise $11.5 million in private donations for a renovation and expansion project is too high because local philanthropists feel a sense of donor fatigue, according to a report from fundraising experts.
Hired by L.E. Phillips Memorial Public Library to study the feasibility of getting money for a major project, Crescendo Fundraising Professionals of Houston., Minn., submitted a report recently on its research, including local donor interviews and online survey results.
The consultants found great community support for the library and interest in overhauling the 43-year-old building to add square footage for more programs and amenities.

The BookBike is brightly colored — its gold and teal wrap design hails from a local design house — and holds about 100 books of varying genres for any age group. The librarians who pedal the shelf of books come from L.E. Phillips Memorial Public Library and hope its presence at local events will change the way people think about the library.E. The 54-year-old former Middleton Public Library director heard about progressive plans by the Eau Claire library board to change the way it connects with patrons. That intrigued Westby to apply for the position she was named to in February.
