A confused Tommy Thompson dithers:
In contrast, I opposed tax increases and questioned Tony’s plan to locate a prison in downtown Milwaukee. Our campaigns focused on issues, and the voters ultimately chose my vision for the state.  [emphasis added]

Tony Earl served as Governor of Wisconsin from January 3, 1983, to January 5, 1987.

Tommy Thompson served as Governor of Wisconsin from January 6, 1987, to February 1, 2001.

The building pictured above, the Milwaukee Secure Detention Facility, opened in 2001 in downtown Milwaukee fourteen years after the end of Tony Earl's one term as Governor and fourteen years after Tommy Thompson was elected to his first term.
