The last time Boyd County voted for a Democratic candidate for president was in 1936. (Barry Goldwater won by 9.6 percentage points in 1964, and George Wallace received 12.8% of the vote in 1968.)

But Gov. Kay A. Orr of Nebraska has jumped ahead and helped shape a plan to put radioactive wastes from five states in the sparsely populated Boyd County in the northern part of her state. The plan has met growing opposition from that county, and to a lesser extent from other places throughout the state. The issue could cause political difficulties for Mrs. Orr, a first-term Republican who is up for re-election in November.
