GET ME REWRITE: Democratic members of Congress demand Brooke Rollins stop shilly-shallying and get serious about avian flu

A group of 25 members of the U.S. House of Representatives are urging U.S. Secretary of Agriculture Brooke Rollins to bring surveillance for highly pathogenic avian influenza (HPAI) to “full capacity.” 
Those to sign the letter, dated November 24, included House Agriculture Committee Ranking Member Angie Craig, D-Minnesota, and Congressional Chicken Caucus co-chair Jim Costa, D-California. The effort was led by Costa and Rep. Sarah McBride, D-Delaware. 
“Recent reports indicate that the USDA-coordinated National Animal Health Laboratory Network has suspended its weekly calls due to the government shutdown — reducing appropriate coordination and critical information sharing that is imperative to combating avian influenza,” the representatives wrote, citing a New York Times article
.
According to Merriam-Webster, the first known use of 'shilly-shally' as a verb, as in to show hesitation or lack of decisiveness or  resolution, occurred in 1754.
