Wichgers’ referendum proposals, if approved by voters, would have:
- designated an unborn child as a dependent for income tax purposes.
- prohibited the use of public employees and property for activities relating to abortion;
- clarified prohibitions on abortions do not apply to physicians who perform procedures intended to protect the life of the mother or an unborn child;
- required the Department of Health Services to award a $1 million grant to Choose Life Wisconsin to distribute to pregnancy resource centers; [emphasis added]
- and required the state provide $5 million for the Department of Children and Families to administer a grant program to assist prospective adoptive families.
