Bart struggled to gain a foothold on the baby names chart during the 1st half of the 20th century, spending more time off than on.  He experience a boomlet of population in the late 1950s and early 60s, peaking at #249 in 1959.   After that it was a relatively quick slide downhill.

"The Simpsons" debuted on December 17, 1989, but its success and longevity has done nothing to resurrect the popularity of Bart as a baby name.  No surprise there.
