Wisconsin has been one of the states at the forefront of the national debate on gerrymandering.
Gill v. Whitford, a lawsuit alleging that the 2010 redistricting was so partisan it put Democrats at an insurmountable disadvantage. While the Supreme Court did take up the case, it found the Democrats bringing the case could not prove a level of individual harm and sent the case to a lower court without deciding it on its merits.
As stated in a Milwaukee Journal Sentinel article, Democrats won 52 percent of the aggregate vote in 2012, but only took 39 of 99 seats in the Assembly.
The 2010 redistricting was part of the Redistricting Majority Project, or REDMAP, a nationwide Republican effort to increase state control through targeted gerrymandering.
In response to the possibility of a nonpartisan mapping committee, Schraa said it would be difficult to ensure the nonpartisan nature of the group.
"I think the process has worked over the course of all these years, and it's just recently that people think it's unfair," he said.
Lavrenz said he would like to see a nonpartisan group or impartial referee over the mapping, and he was open to electing the members from a collaboration between the two parties.
