Ryan's speech was delivered at an event sponsored by the Heritage Foundation, an organization that promotes conservative public policies based on the following principles:

• free enterprise
• limited government 
• individual freedom
• traditional American values
• strong national defense

Apparently, in Heritage Foundation World, shitting on those less fortunate than you is greatly encouraged.
