What kind of flow are we talking about?
A total of 2,290 Syrian refugees have arrived in the United States since fiscal year 2011, which is when the Syrian civil war began, through Nov. 20, according to the State Department’s Refugee Processing Center.  (Source:  Facts about the Syrian Refugees, FactCheck.org, 11/23/2015)

2,250 Syrian refugees since July 1, 2011?  That's 1.6 per day.
