UPDATE. Brown County Public Library: Circulation and program attendance, 2009-2018

Though an extreme example, records show it was among more than 30 incidents at the downtown library in a 16-month period that required police intervention — often to check on patrons' well-being — as employees endeavored to make it a welcoming place for everyone.   
The Green Bay Press-Gazette obtained copies of nearly 200 violation reports, which are submitted when library patrons breach behavior policy. The rules, established by the Brown County Library Board, bar people from threatening harm, engaging in sexual conduct, stealing, sleeping in a library and more. Consequences are doled out that reflect the severity of the incident.

Kewaunee County has recently been billed $50,090 by Brown County for use of its libraries in 2015. The bill is due by March 1, 2017. This follows the 2014 bill that was sent to Kewaunee County in the sum of $54,970 and paid by March 1, 2016. 
This is not an uncommon practice, said Schneider.. It has been state law since 2006 under Act 420 that a consolidated public library system, like Brown County, can bill adjacent counties like Kewaunee County, who are not consolidated for library services. A consolidated public library system is one that is maintained and financed through the county, she said.

Several of the options would involve significant changes to the system’s flagship library in downtown Green Bay, but changes also are possible at one or two of the eight branches as the system’s management looks at how the libraries can best serve county residents a decade or more into the future.
