Lee Zeldin, the E.P.A. administrator, has said these moves will make it cheaper and easier for businesses to operate in the United States. He has reoriented the E.P.A.’s mission away from environmental stewardship, saying the mission would now be to “lower the cost of buying a car, heating a home and running a business.”
