The new 19-member Jacksonville new City Council that was sworn in Thursday is more male and more Republican than Duval County at large. There are just two [African-American] women on the Council, compared to their 51% makeup of Duval County’s population. And 74% of Councilmembers are Republicans, while just 35% of registered voters are.  [emphasis added]
