Whitewater's population treaded water during  the first 80 years of the city's existence.   Then it experienced a burst of growth after 1960.

Whitewater is home to a campus of the University of Wisconsin System.   During the fall 2022 semester, it had an announced enrolment of 11,087.  Retiring Guy suspects that the big bump in population during the 1960s is related to a change in how student residents were counted in the U.S. Census.
