Can we pin the blame for Mandela Barnes loss in the US Senate race on Milwaukee County?

Mandela Barnes lost to Ron Johnson by 26,454 votes

Sources:  Wikipedia (2018), Milwaukee Journal Sentinel (2022)

The total number of ballots cast in Milwaukee County dropped from 393,877 in 2018 to 350,905 in 2022, an 11% decrease of 42,862.

The decrease, however, was larger among Republican voters, who cast 26,553 fewer ballots in 2022 than in 2018.  That's a drop of 22%

Democrats also experienced a drop -- 15,792 fewer ballots, a decrease of 6%.

When comparing the two races, we find that Barnes received just 2,420  fewer votes than Evers, not nearly enough to make up for the deficit of his loss to Johnson.

Johnson received 6,195 more votes than Michels.

Looks like a deeper dive is in order, i.e., a comparison of the vote in the City of Milwaukee.
