An Arizona company chosen to build a prototype of President Donald Trump's proposed border wall has been cited hundreds of times by state and local officials for violating environmental regulations. Company building Trump border-wall prototype fined in Phoenix for air quality 
Despite paying millions of dollars in fines since 2006, Fisher Sand and Gravel Co., which has been doing business in the state since 1998, has continued to rack up environmental citations, including as recently as this year. 
The company operates an aggregate plant and surface pit in Maricopa County, two plants in Pinal County, and three portable crushing and asphalt units. It also operates multiple sand- and gravel-distribution facilities.
