Dear Police Chief Koval, This is what happens when water runs over a bridge

I’m struggling with how to attempt to repair a working relationship with the chief,” Verveer said. “There is just tremendous concern about the chief’s recent behavior. And the meeting did not help — it only made matters worse.”

I hope Chief Koval meant to say 'water over the dam' or 'water under the bridge'.  Otherwise, we have to classify it as a Freudian slip.
