UPDATE: Wisconsin DNR's goofy news media protocols runaround and its continuing lack of transparency

The 2016 blueprint includes no such illusions. It systematically silences agency staff through a confusing “media contact” flow chart. DNR staff first must determine if an inquiry is a “routine contact.” If it’s from a “major media outlet,” it’s not routine. If staff are unsure the outlet is “major,” they must consult a list on the DNR’s internal website.
