In answer to your question, Jay -- "Yes!"  (Although I'm sure you meant it as a rhetorical one.)
Other states, including Minnesota, prohibit lawmakers from holding fundraising events while their state budgets are being formulated.

And while it’s not technically illegal to raise money during the budget cycle in Wisconsin, legislators have generally avoided scheduling high-profile fundraisers while talks are in progress.

“Is this what the Wisconsin budget process has become?” asked Jay Heck, executive director of Common Cause in Wisconsin.
