Top-Down Governing

Evan's colleagues listen even though they have already received their marching orders. Freshman Rep. Evan Goyke (D-Milwaukee) said he has had positive talks with Republicans like Kooyenga, but that too often demands by legislative leaders get in the way of compromise. 

In an effort to fight a GOP plan to lift residency requirements for city employees, Goyke met one-on-one with about 60 Republicans. He showed them a map of his district, and how crime rates were significantly lower in neighborhoods occupied by city employees.
