Wisconsin Budget Project Calls It "Another Very Challenging Budget for Local Government"

It would appear that the Wisconsin Library Association has a common agenda item with the League of Wisconsin Municipalities.  (Highlights added.)

Especially since "intergovernmental aids" ("intergov't", in shorthand below)  -- state shared revenue, primarily -- is a major source of revenue for most municipalities, as is so clearly shown in this instructive "exploded" pie chart from the 2013 City of Fond du Lac adopted budget.  (page 14)
