Excerpt:   Costa Mesa residents have among the lowest amount of library space per capita in the state, even with all three branches operating. Some say that is a glaring hole in the city's civic fabric and cause for investing millions in a new library. Other say the digital revolution has rendered libraries obsolete and public funds would be better spent elsewhere.
