Deja Vu for Two Rivers, Wisconsin

Excerpt: It's déjà vu for Two Rivers, and the uncertainties of 12 years ago come back to haunt a city striving to recover its tax base and the optimism of its 12,000 citizens.
Recovery, as evidenced by the Paragon saga, is difficult. The 316,000-square-foot facility is still relatively unused. It is listed on the city's 20-year economic development plan, with the ideal use as a mixed residential or multi-tenant incubator facility, according to city documents.
Two Rivers City Manager Greg Buckley must walk the fine line of diplomacy here, hiding any rancor he may bear toward the company as he seeks to negotiate, with economic development director Dan Pawlitzke, a potential re-use for the 350,000-square-foot Thermo Fisher facility.
