Status Report on the 63 Public Libraries in Westchester, Rockland and Putnam counties

Excerpt: The result is that some libraries with shrinking budgets have been forced to cut hours and programs just when many in the community are finding they need them more.

Libraries across the board, even those whose budgets are up, are discovering they have less money to replenish their collection of books, videos and online subscriptions and worry there will be permanent gaps in resources.

The lion's share of funding comes from local taxpayers. The amount of money is either approved by residents through an annual public vote on the library's budget or decided by local governments as part of their overall municipal budget. Only about 1 percent, or roughly $1 million shared by all 63 libraries, comes from the state
