Brown County Executive: "The county is going to face a major decision on where its priorities are."

Excerpt: The hit is caused by a $3.7 million deficit as well as a state mandate that the tax levy cannot be increased. The County Board voted last year to transfer $1.7 million from the general fund to balance its 2011 budget, an option that Streckenbach said he doesn't plan to propose this year.

Streckenbach isn't ready to predict employee layoffs but says some difficult decisions loom.
