Seven of the holdouts form a contiguous block. They are Calumet, Fond du Lac, Kewaunee, Manitowoc, Outagamie, Sheboygan and Winnebago counties. Most have toyed with and rejected the idea. Among the most adamant opponents is Manitowoc County Executive Bob Ziegelbauer.
