Construction of what was initially a private prison began in 1998, a joint project of the Dominion Company and the City of Stanley.  The State of Wisconsin purchased it from Dominion in November 2001.  As with Redgranite, counting inmate population is why Stanley nearly doubled in size during the next decade.
