Although the group is indeed bipartisan, it takes a lot of clicking to find any uses of the phrases "climate change", "global warming", and "extreme weather at the American Flood Institute website.
In Rutherford's case, it's all about self-preservation. Although he won BIG - by 42.6 percentage points -- in the 2018 general election, he received less than 40% of the vote in the GOP primary. Uttering any of the above phrases would certainly make him a one-and-done congressman in the deep red gerrymandered district.
