Scott Walker's toxic legacy: Act 10 puts rural school districts in an even deeper hole

School is about to start in Wisconsin, and the Wabeno School District has been scrambling to fill open teaching positions. Again. Last year in this northern Wisconsin town – which has about 1,000 residents – a fifth-grade teaching job went unfilled for the whole year. 
A few years before that, 13 staff members quit after a clash with the former district administrator. That was 40% of the faculty.

That means, Scott Walker, schools can't afford to put the best and the brightest in the classroom.  "Everyone is feeling the pinch for tech ed teachers," Luxemburg-Casco district Superintendent Glenn Schlender said. "And the price goes up as those teachers become more scarce. Finding someone who is a teacher with the skills to teach the technology and software for that program is rare."

No best and brightest, in other words.  In northern Wisconsin, school districts faced “extreme shortages” in filling 56% of teacher vacancies, compared to 46% in the rest of the state, based on a statewide survey conducted by the Wisconsin Department of Public Instruction. The survey defined “extreme shortage” to mean that a school district received few applicants for the job opening and few, if any, high-quality candidates.
