Wisconsin and the local governments are eying huge tax windfalls from the dog racing. Dairyland is expected to provide 700 new jobs and $750,000 to $1 million yearly in amusement taxes to Kenosha, plus another $1.3 million in property taxes for local governments. ''From a revenue-producing standpoint, it does a good job for us,'' says Donald K. Holland, city administrator of Kenosha. ''A dog track is the kind of business you want to come into town.''
