False Manitowoc circulations top 20,000.  (Manitowoc Herald Times Reporter, (9/13/2016)
Out of those false circulations, 12,000 happened in 2016, 10,100 were found from 2015, and 1,500 were found from 2014. 
Based on those numbers, Reckelberg said Manitowoc County overpaid the library $4,219 earlier this year, when the county issued reimbursement to the library based on the 2014 circulation numbers. 
Additionally, the current library request for funds, based on the circulation from 2015, is about $30,500 over what it should be.

The new Manitowoc Public Library director (not yet hired) will need to spend a lot of time building trust.

The announcement came one day after Nickels said Stewart had been placed on indefinite paid leave. Nickels said he was unable to comment on the nature of the paid leave, but he did say there was no truth to rumors she was walked out of the building Tuesday evening.

The city is investigating allegations of falsely created library cards that were used to check out materials and then return the materials so Manitowoc Public Library could receive money from the county, Mayor Justin Nickels said Tuesday.
