Brown County Proposes Cuts to Employee Benefits

Excerpt: Sweeping changes being proposed in Brown County would make most county employees pay more for health insurance, eliminate longevity pay and reduce vacation time for some — all in an effort to cut costs to taxpayers.

Officials say the changes, proposed by the county's Human Resources Department and its labor lawyer, could save as much as $1 million at a time when the county is trying to limit expenses without significantly reducing services to residents. But some workers and their union representatives worry the proposed changes punish workers who could least afford them, and could prompt people to leave their county jobs.

Personnel costs make up a large share of government expenses — in Brown County's case, about 39 percent of its $278.55 million budget for 2012.

Changes would take effect Jan. 1, under a proposal working its way through the standing committees of the County Board.
