Sheboygan Mayor Miffed at Recent Outpouring of Support for Library?

In Ryan's world, there's no need to promote the library 
as a feature of beautiful downtown Sheboygan.

Excerpt: Ryan said he wants the planning work done "before we get to crunch time," referring to drastic changes made to the 2011 budget in the last few weeks before it had to be approved.

"I think we need to do a prioritization of services and a survey of the citizens and find out which services are important to them and which are not and continue to work on this throughout the year," he said.

Knowing what services citizens most want or need would protect the budget process, especially when cuts in services and personnel are being considered, from pressure applied by special interests, he said.

"Every department has their own special interest. Prioritizing the services with an unbiased and uncorrupted survey will tell us where the priorities of citizens lie," he said.

Ryan suggested an outside firm be hired to conduct such a survey.

"Each group can come out and make sure their interests are heard, but this is why it's important to get an outside firm so we can get a true cross-section of the community," he said.
