Dispute stalls work on Lomira village offices/library complex

Excerpt:    During a meeting last month, village officials terminated the construction contract with Gilbert Construction Corporation, contending that the general contractor violated the contract by not paying subcontractors and suppliers as specified in the agreement.

The village hired the Poynette-based firm to construct the complex to house the new village offices, the library and the Police Department. Ground was broken for the project in April 2009.

“Early on in the project, we started hearing from our local subcontractors that they weren’t getting paid. The contract stated that after payment was issued to Gilbert Construction, they had seven days to pay the subcontractors and that wasn’t happening,” said Village President August Luedtke. “After they failed to meet several deadlines, we withheld payments and then finally put the brakes on the project.”

Luedtke estimates the project is about 80 percent completed.

“We had expected to be moved in by this time,” Luedtke said.
